Hasim Abdul Halim, the former speaker of West Bengal State Legislative Assembly and a Member of the Communist Party of India (Marxist) West Bengal State Committee passed away today at 10:10 A.M at a private Nursing home at Kolkata leaving behind his widow and three children out of four as one of her daughter was earlier passed away. Comrade Halim was born on 5th June 1935.His father Abdul Halim was an Alderman of the then Calcutta Municipal Corporation. He lead the political tradition in his family as his father was an alderman of Calcutta (now Kolkata) Municipal corporation and one of his uncle M. Ishaque   was a freedom fighter and a leader of the Indian National Congress. Com. Halim was graduated in commerce and later obtained law degree.

Initial Days:

Comrade Hasim Abdul Halim had started his career as a practicing lawyer in sixties.  As a Lawyer he had hugely contributed the democratic and peoples movement by extending his legal advice and conducting the various cases before the Court of Law. During his life as a lawyer he realized how the Congress government was gradually moving towards autocracy. He was associated in the profession till being elected in West Bengal Legislative Assembly.

Party Life

During the time of Emergency (1975-1977) he acted as a pioneer to organize the lawyers as the crusaders of democracy in India, which resulted into the formation of The All India Lawyers Union (AILU) in 1983. Latter he became the President of the All India Lawyers Union in the year 2003. He achieved Party Membership in the year 1964 through his involvement in the progressive lawyers movement lead by S.K Acharya and Naranarayan Gooptu and others.

The Legislative Life: As a Minister

Comrade Hasim Abdul Halim started his legislative life in 1977 after his victory from Amdanga Assembly Constituency and became the Law Minister of the First Left Front Government in West Bengal led by Comrade Jyoti Basu. As the Law Minister of the First Left front Government in West Bengal Comrade Hasim Abdul Halim had to perform historical role in the legislative process. He had acted a prolific role to utilize the parliamentary Democracy for the interest of the larger section of the people by making the pro people legislations in the House. The series of the law and their amendments were passed during this period. He had played a direct role in the process of the release of the political prisoners as per the declaration of the First Left Front Government. As a result thousands of the political prisoners including congress (I) and Naxalites were released from jail.This step of the Left Front Government Is marked as braeak through in the process of the restoration of democracy in West Bnegal,which was totally ravaged between 1972 -1977.

Legislative Life: As a Speaker

Hasim Abdul Halim had served as the Speaker of the West Bengal Legislative Assembly for the longest term.He became the Speaker of the West Bengal Legislative Assemby in 1982 and assumed the office till 2011.No other speakers in the world ,where the parliamentary democracy on the basis of election is in operation is having such a record of Serving as the speaker for long 29 years with confidence of all. As the Speaker of the West Bengal Legislative Assembly he had always placed the method of discussion above every thing. In Parliamentary Democracy the role of the Opposition is also very important and Comrade Halim has remarkably contributed to protect the dissent voice in the floor by recognizing the Opposition Parties. Probably no body in the world had such an image to act as a speaker strictly upon the Parliamentary principles, because of this quality he was elected as the Member of the Commonwealth Parliamentary Association and subsequently became the Vice Chairman and finally the Chairman of the same.

The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

The Polit Bureau of the Communist Party of India (Marxist) expresses its shock and profound grief at the sudden death of Comrade Hashim Abdul Halim, veteran leader of the Party. He was eighty years old.

Ever since he joined the Communist Party in 1964, Comrade Halim served the Party with utmost dedication and sincerity. He was elected to the West Bengal State Committee of the Party in 1991 and continued till the last state conference after which he became a special invitee.

Comrade Halim holds the record for being the longest serving Speaker of a state legislature having served as Speaker of the West Bengal assembly for 29 years from 1982 to 2011. He was first elected to the Assembly in 1977 and went on to win five consequent elections after that. He became the law minister when the first Left Front Government was sworn in West Bengal in 1977. He also served as Chairman of the Commonwealth Parliamentary Association for a term. He was also one of the founding members of the All India Lawyers Union.

Halim spent seven years underground owing to his political activities. Was one of the strongest pillars in maintaining communal harmony in the state.

Comrade Halim was known for his simplicity and humble nature. In his death, the Party has lost an outstanding leader and parliamentarian. The loss to the Party and the movement is irreparable.

The Polit Bureau of the Communist Party of India (Marxist) conveys it heartfelt condolences to the West Bengal State Committee of the Party, his wife, two sons and a daughter.
